I saw as well this is a "[b]Commercial Plugin[/b]".

[b]Do you know how is it possible to buy a licence for this JIRA rest plugin ?[/b]

Or if there's a link to download it ?

I have not found any information about this on internet.

If you want to link Squash TM with Redmine, JIRA, RTC, or other bugtrackers, you'll have to get the commercial licence, which offers you also for one year :

full technical support, via phone, JIRA ticketing or eMail, unlimited,
user's guide,
the possibility to ask for bug corrections, granted by SLA,
plugins to connect to JIRA, Redmine, LDAP and AD and many others.
