Reading the API REST documentation, I didn't find a way to get the list of projects.
Is there an elegant way to get it?

A workaround would be to parse all test-case-folders, then to filter the result to obtain porojects list.

It is planned to add the milestones for each test-cases in the REST API in the future ?
